M$ word: Tool->Options->Edit Tab->Overtype Mode
M$ notepad: Cannot overwrite.
M$ wordpad: Can overwrite (Insert toggles), no menu option.
Netscape mail composer: Cannot overwrite.
I guess the answer is : no or not easily accessible.
