Thank you.  The instructions are fine, but I failed to find them when looking 
under http://www.gnu.org and under http://cvs.gnu.org (latter was just a 
guess, this was before the emails from you and Eli Zaretskii).  Perhaps I 
missed a link.  The place I looked at most was at and under 
http://www.gnu.org/software/software.html#HowToGetSoftware.
