Customize already has such a fascility (the :link keyword).  It
creates a "See also" section in the customize buffer.  The problem is
to make the programmers make use of it.

And of course, there are the automatic cross references when you
mention a function or a variable in a documentation string.  These are
less flexible, but more useful because they don't rely on programmers
providing them explicitly.
