It does -- this is what it looks like in XEmacs:

Click button2up on a completion to select it.
Type M-v or prior to move to this buffer, for keyboard selection.

Possible completions are:
[...]

XEmacs's keyboard selection in the completion buffer is even made to
more closely resemble to "traditional" model of selecting things --
for example, arrow keys move by items, not by characters in the
buffer.  Try it out and you'll see what I mean.
