Your setup appears to be non standard. rm is coming from /usr/local/bin/rm, which is not where the developer tools usually put it (it puts it in /bin/rm). I'd suggest building emacs without including /usr/local/bin in your path.

I'm not sure why it complains about define-mail-user-agent. Maybe the "epaths.h" is set incorrectly?

somewhat later the build complains about not knowing the function
