Yes, but it might be more work than introducing yet another value of
system-type.  Also, I don't recall seeing a message that answered the
original question: is cygwin close enough to an existing system-type
value that it would be simpler to use an existing value for it?

I have not read all the messages in this thread, since most of them
seem to be about technicalities of Cygwin and Windows that I don't
know anyway; perhaps some of them addressed that issue and I didn't
notice they did.  Was that the case?  If so, I will find them and read
them.
