Scroll bug in CVS

Hello.

Scrolling seems broken in CVS now.  To reproduce:

Open a file one has to scroll (C-v) to see the whole of.  C-h i suffices
for me.
C-v
M-v

The last M-v does not scroll up to the beginning of the file.  Emacs beeps
at me.

Reverting this change makes the above test case work again:

        * window.c (window_scroll_pixel_based): Fix check for reaching BEGV.
        Don't try to make last line fully visible if it is past end of window.
