Yes.  The behavior of the scrollbar in the presence of large chunks of
invisible text is definitely less than perfect.  Same thing with
large images, by the way.  Basically, the scrollbar should be based on
"number of vertical pixels" rather than "number of chars", but
given the current way Emacs is written, it's basically impossible
to do.
