Thumb behavior depends on which toolkit you use.

    It's also the 21.3 behavior, except in Motif.

That is true for 21.3 configured like this:

    gcc=gcc-3.2 ./configure --with-type1 --prefix=/usr/local --with-sound=yes

(i.e., with a LUCID tool kit), 

but it is *not* true for 21.3 configured with --with-x-toolkit=gtk

So it is not only that 

   .... The behavior of the scrollbar in the presence of large chunks
   of invisible text is definitely less than perfect.

as you said, but it depends on the toolkit.  <grumble>
