fill-paragraph adds a trailing space

GNU Emacs 21.3.50.32 (i686-pf-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2003-04-02 on loiso.podval.org

In the recent (week?) CVS head builds M-q (fill-paragraph) adds a
trailing space to the _last_ line of the paragraph being filled.
I actually liked the previous behavior of removing all trailing space
in all the lines of the paragraph.
Is the change intentional?
