Agreed.  Same thing for `tcp.el'.

PS: I was recently thinking that we could create a `version-control'
    or `vc' subdirectory where we could put vc*.el, pcvs*.el, ediff*.el
    diff*.el, log-*.el, cvs-status.el, smerge-mode.el, add-log.el.
