I was actually asking the question to whomever the original quote:

came from.  You seemed to attribute it to David Kastrup, but I seemed
unable to find this quote in David's old messages.

I agree with you that spreading text all over the window width could
look ugly.  But note that `fill-column' can be given mode-local values
using mode hooks, so there would not seem to be any particular need
for hyper-specialized variables like `info-fill-column'.
