I installed some stuff I had hanging around which should DTRT if, for
instance, you set LANG to `ru_RU.cp1251'. Of course, setlocale in
this environment will typically fail (on a GNU system, at least).
That may cause trouble by provoking messages from subprocesses, for
instance.
This also isn't the way I think locale processing should be done
properly, especially as it doesn't deal with settings for LC_TIME and
others, which should be matched on the territory. (Note that in Emacs
22 we stand a better chance of doing something sensible with the
LC_COLLATE part of the locale if we can use facilities from libc.)
