I second Stefan opinion. I just checked current RMAIL behavior. When
you do rmail edit (i.e. rmail-edit-current-message) it fully restores
the original mail including the original character encoding (I checked
it on a problematic Hebrew encoded in utf-8).

I agree on this point too (only few mails are read more than once).
