If they are a general facility, they should definitely be moved;
the main repository for them should be the Emacs repository.
Currently, some
fancier capabilities of MH-E are only availble if the user has also
installed a separate recent version of gnus since the Emacs version is
too old.
If you distribute MH-E outside of Emacs, you can distribute whatever
you like with it.
