I don't understand.  As far as I can tell it makes no difference for
the display of Latin-1 characters.

It does _not_ change the dislay of `M-x list-charset-chars
latin-iso8859-1' in an xterm, the console or in X.

It does, however, change the display of the eight-bit-graphic
"charset".
