Producing HTML output from texinfo sources is possible since ages
(texi2html, makeinfo --html, ...).

KDE's "Konquerer" (version 3.1.1) can display info files directly.
Just enter "info:/dir" in the location bar.  The Gnome help browser
("yelp"?), too.
