Yes.

CUA-mode actually contains quite a few different features that are orthogonal
to each other, and could be very useful individually.  In a perfect world
they would be split into separate packages: the shift key selection stuff,
the rectangle operations, the C-x/c/v copy-paste keys, etc.

Presumably if this split was done, s-region.el would be unnecessary.
