trouble.texi: "Sending Patches". Should one include or attach?

Subject: trouble.texi: "Sending Patches". Should one include or attach?

Recently, I submitted a patch to the gnu-emacs-bug list. I used
MIME-attachments for the actual patch and ChangeLog entry. This drew
some criticism.

Alternatively, I could have simply included the files.diff inline in the
email.

There is no guidance on the page "Sending Patches" (trouble.texi) as to
which way is preferred by the Emacs core team. I have a feeling that
including patches is preferred to attaching them (Diff Mode and Ediff
have no problems with this). Is this the case? If so, what is the best
way of formatting the ChangeLog entries submitted with the patch(es)?

I think it would be useful for "Sending Patches" to be amended to clarify
this. I am willing to make this amendment once I know what to write.
