vc-diff vs cvs-mode-diff

vc-diff (C-x v =) uses the foo.~ver~ backup file
(vc-version-backup-file) to avoid network
diffing when the file is available.
cvs-mode-diff (= in *cvs* buffer) does not use this cache.
why?
