Blinking cursor blinks out of view

Something seems to have changed recently which makes the cursor "blink
out of view" until a key is pressed.

I just do

 emacs.exe -q --no-site-file
 <SPC>

and wait. The cursor disappears until a key is pressed.

"emacs.exe -Q" does not produce the same effect because the blinking
cursor is disabled.
