Trouble with w32 emacs and tooltips

Hi.

Tooltips and multiple frames with nt emacs don't work well:

runemacs.exe -q --no-site-file
C-x 2     (just to see the effect better)
C-x 5 2
now create a tooltip.. e.g. by placing the mousepointer on a toolbar icon.
When the tooltip pops up the "old" frame is shown andhides the "new" one
which is still active (has input focus).

This is VERY annoying: leaving the mouse in a dired buffer.. looking thru
menus.. a simple tooltip and suddenly my frame is gone.. :(

I have seen it with nt emacs 21.3 and right now with cvs emacs
GNU Emacs 21.3.50.1 (i386-mingw-nt5.1.2600) of 2004-05-19 on BERATUNG4
