Cleanups in ChangeLog files

It is useful to clean up entries in ChangeLog files,
in order to make them more readable or make them follow
conventions better.

But please check in such cleanups separately from substantive changes
in ChangeLog.  Mixing the two together makes it hard to get useful
information from the CVS logs that are now working once again.
When the substance is buried amidst cleanups, the substance is
hard to find.
