Changing telnet.el and/or other packages can wait to after the release.
There's no hurry.  I think the main point is to provide the framework
(i.e. password.el) so that other code can begin to use it.

Sure.  We're in feature freeze, tho, so better stop thinking about how
things could be further changed and start thinking about how to get the
manual and the remaining bugs fixed, instead.
Otherwise we'll never reach a release.
