make EMACS=../src/emacs ??

In INSTALL.CVS there is a line saying

  $ make autoloads EMACS=../src/emacs

I have two questions about this:
- Should it not be ../bin/emacs?
- Why does it specify emacs.exe path? It seems like the specification just
uses the default emacs.exe (in the makefile).

BTW lisp/Makefile also mentions EMACS=../src/emacs.
