In general, if a text is labeled as iso-8859-1, we should
decode it by iso-8859-1.  Otherwise, there will be more
confusion.

But, it may be useful to provide a translation table that
converts undecoded eight-bit chars to mule-unicode-??? by
treating those eight-bit chars as codes of windows-1252.

Example:
(define-translation-table
  'eight-bit-chars-as-windows-1252
  `((?\200 . ,(aref (decode-coding-string "\200" 'windows-1252) 0))))

Then a user can use translate-region interactively or a mail
program can call it automatically upon users customization.
