People will notice that I have done a lot of work on etc/NEWS,
sorting the items, making usage more standard, and clarifying the text
of many items.
>From now on, when you add something to etc/NEWS, please be careful
to find the right spot, and please study the other nearby entries
to see the right usage conventions.
