Things you may want to consider:

- RMS doesn't automatically give write access to people who signed papers.

- Maybe you could automate the syncing some more and do it more frequently.

- Take a look at the way Gnus's code is synced.  The use of Arch for that is
  key.  It not only can propagate commits both ways, but it can even deal
  with things like different filenames in the two repositories, or files
  that are only present in one repository and not the other, ...
