Can you tell how to reproduce the bugs these changes are supposed to fix:

* dired.el: Fix dependency bug: Wrap `desktop-buffer-mode-handlers'
modification in `eval-after-load' form.
* info.el: Likewise.
In general, use of eval-after-load should be avoided.
