What happened to this?  This was five days ago, just before this thread
started veering off on a wild and completely unrelated tangent.

I believe that actually more doc (or code) changes are needed.
Setting `inhibit-startup-message' to t seems to have as a consequence
that `initial-scratch-message' gets ignored: the *scratch* buffer
starts out empty, no matter what.  Is this intentional?  The
docstrings of neither `inhibit-startup-message' nor
`initial-scratch-message' mention this.  If the behavior would be
intentional, then I believe that both docstrings should mention this.
I was very surprised when I noticed.
