The mime-charset variable isn't utilized in `C-h C', which is bad. I
suggest that the `MIME: ...' string in this help screen is generated
automatically. In the long run, this is easier than to fix all the
missing information (for example, `C-h C utf-16-be' doesn't show that
it is MIME compliant).
