Sorry to be unclear, "it" refers to the text entry box in the fileselection widget (the old GTK dialog). If using that text entry box always opens existing files read-only, even if you can write them, that is a bug. Can you fix the bug?
No, it is the text entry box in the file dialog that is read only, i.e. when the dialog pops up to open an existing file, you can not enter the file name in the text entry box, because that would make it possible to enter a file name for a file that does not exist. The buffer has the correct read/write state.
