Here's a manual for the recently included rcirc IRC client.

The responsible parties are

Alex is already an Emacs developer, and I have just sent a request for a
form to address@hidden

I hope that my first attempt at Texinfo isn't too awful, and that it can
be included in Emacs as soon as the paperwork is done.

Suggestions for improvements are much welcomed.
