    Maybe somebody will remember why the empty line was added for variables.

I think it was, so that the State line and the documentation
string should not appear as a single paragraph.  It would be hard
to read that way.

Maybe whoever did this just forgot to do it for faces.
On the other hand, the doc for faces tends to be short,
so perhaps the blank line is not needed for faces.
