You are asking to kill some buffer, so the question is not _whether_ you
want to kill a buffer but _which_ one.  This is not a yes or no question.

You see:

Kill buffer (default *scratch*): 

So RET means to accept the default, as it usually does.

Moreover the name of some buffers you may want to kill may start with
a space.

So the change you are suggesting would be _very_ confusing and inconsistent.

Use C-g if you change your mind about killing a buffer, as you would
if you change your mind about any similar command.
