preprocessor directive and syntax highlighting

My emacs 21.4.1 does not syntax highlight #ifdef and #endif from within
functions.  Thus, I cannot use tab to auto-indent lines within the
#ifdef/#endif directives.  Emacs does highlight the preprocessor directives
correctly if I place the #ifdef at the top of my .c file.  Does anyone know
how this can be fixed?
