    Usually, it's the other way around: the bugs are reported to the
    bug-tracker, which then emails them to the list.

But we need to provide for people to continue reporting bugs by email.

    We could modify report-emacs-bug to use a Web browser (via url, for
    example) to do that.

That is no good.  It wouldn't work at all unless there is an active
net connection at the moment.
