The only pure mingw tool I have installed is the mingw version of gnu make. Since I can put cygwins gcc compiler in mingw mode I see no reason to install mingws gcc. The steps I described in my OP are more or less the same I have used for two years now. And now it wont work, possibly due to how make is told to build emacsclient.c?
