I meant to handle this, but real life interferred... sorry about the
delay in URL matters.

I think the patch is correct.  It defers the judgement of HTTP 0.9 or
not to when at least one line of input has arrived.

(That function would gain readability if "if" were replaced by "when"
in many cases)
