Can't it do that now, with --alternate-editor and emacsclientw.exe on Windows?

The only thing left is fixing the edge case where "emacsclient --alternate-editor emacs" exits immediately, which causes problems for programs that use emacsclient as an external editor. AFAICT gnuclient also has this same problem. IMHO this should wait until after release, because there are significant changes needed, see David Kastrup's most recent posts.
