Of course, it does.  Witness the various mouse_* functions on msdos.c.

It also supports drop-down and pop-up menus.

It's actually the other way around: the Unix text terminal support for
faces in Emacs is modeled after the MSDOS port, which was the first
one to support colors on an otherwise text-mode display.
