function-key-map and active keymaps

In (info "(elisp) Translation Keymaps") there is this sentence about 
function-key-map:

    Entries in `function-key-map' are ignored if they conflict with
    bindings made in the minor mode, local, or global keymaps.

Is that true? It is a bit surprising that it only cares about minor 
mode, local or global keymaps. How about other keymaps that are active?
