No it can't, but the fact that I've seen the extension and still want
to open the image means that I'm willing to trust the image library to
display this file, perhaps because I have my antivirus program set to
scan all .jpg files whenever they are opened, for example.

I don't have my antivirus program set to scan all .txt files when they
are opened, because I trust my applications not to attempt to display
.txt files as images (or to run them as binaries, etc).  I think that
is a reasonable thing to expect of any application.
