1999 is when Emacs moved to CVS, not when gnu.xpm was installed.

The oldest tarball of Emacs I have is 19.34b (released in Aug 1996);
gnu.xpm in that tarball has the time stamp of 1994-11-22 15:52:40,
which would place its introduction at no later than v19.30.  This is
consistent with my distant memories of using it in Emacs 19.26 or
19.30.  Unfortunately, etc/ChangeLog keeps silent about when gnu.xpm
was added.

If someone has earlier tarballs, perhaps they could look and report
their findings.
