Trunk and branch admin/FOR-RELEASE are out of sync. I haven't unified
them in case rms is keeping a separate track of bugs that need to be
fixed before and after the release. If not, I suggest moving all the
BUGS to the branch copy and putting a note to that effect in the trunk
copy.
That is a good idea. Please do.
