I can feel your pain.  And I do believe it can be improved.
As we've seen with the unicode branch, automatic merging of changes from one
branch to another (using Arch plus some script plus Miles) does not have to
be painful, so we can cheaply keep several branches on which work is
being done.

I believe that the EMACS_22_BASE branch (after the release) should be
considered as "open for simple changes" rather than "open for bug-fixes
only", so that Emacs-22.2 and subsequent minor releases can include external
contributions, especially in the form of new packages.

If you look at the Emacs-19 set of releases, you'll see that in the past
there were much more frequent "new features".  In contrast, I believe that
the Emacs-21 set of releases where very few new features were included
between 21.1 and 21.4 was a mistake (in retrospect).  Even if Emacs-23 can
be done "quickly", we should still let Emacs-22 progress during this time.
