That is reasonable. IMHO the proposed packaging systems do not have
this negative property.

Heres why I believe this:

- If a package author doesnt want to sign papers, why would he ever do
it?

- For a package to be included in Emacs is an honor, and there is
really no other reason, that I can see, to try to get ones package
included.
