Including them in HTML is easy by using HTML semantical markup
    (elements "div", attributes "class", etc.)

The Emacs info mode could easily handle those.

I wonder if there is a clean and simple way to implement
these features (menus and indices) with valid "ordinary" HTML,
and label that valid HTML as "menu" or "index" using `div',
so that the Emacs info reader could parse that HTML in a special
way so as to handle it as a menu or index.
