But if we can get rid of the requirement that scroll bar width must equal a character width, this would not be an issue.

Is this a realistic expectation?

I think it is not a too big issue for tool kit scroll bars. It might be more work for the builtin scroll bar.

BTW, is the issue about legal papers resolved? I think this size of contribution requires it.
