Both Emacs/Convenience/Startup and Emacs/Environment/Startup (one can
specify multiple parent groups if I remember correctly).  But actually
not just the Startup but the whole Development/Internal customization
group is a complete misnomer since it has nothing to do with
development.  It might better be moved to Emacs/General Setup (does
not exist yet).  "General Setup" might also be a better name for parts
or all of the current Emacs/Environment group.
